"Victoria's deputy police chief, John Ducker, is being investigated under the B.C. Police Act, interim Chief Bill Naughton confirmed yesterday.
"There is a Police Act investigation into John's conduct. It has to do with an allegation of a conflict of interest," said Naughton.
Abbotsford police Chief Bob Rich is in charge of the investigation.
Police Complaint Commissioner Dirk Ryneveld said he would not confirm or deny an investigation is underway."
This was the story in this morning's Province.
Now, maybe I am dreaming this, but...
Didn't Victoria's Chief of Police just resign under clouds a few months ago?
Didn't everyone refuse to tell the public why?
Nice department. Nice government. Nice transparency.
Has anyone explained basic democratic principles to these bumpkins?

In times gone by the 'defence of the common people' forces would have 'freedom of the city'.
IF that 'freedom' were to be misused or that trust betrayed that 'freedom' would be revoked and the troops denied access to the city. The gates would be closed to them.
Perhaps it is time to revive this tradition?
While we cannot build a wall around the city and physically 'close' the city to these gangsters-in-uniform, there is another way...
Close the public purse to them.

If that is part of the planning then this recruiting program would be the 'stop-gap' preparation in lead of the 'mass pink slips'.
The problem with the Victoria force, the way I see it, is that they are always seeking 'experienced' officers. Often they are drawing from RCMP with their own set of baggage and 'special relationships'.
To do a wholesale changeover a temporary force needs to be put in place...something like hiring (for a short term) the 'excess' officers from other Canadian city forces until the new structure can establish itself. A time-frame of 6-8 months, at least, would be needed.
All of this is, of course, pie in the sky dreams.
The likely course will be more of the same...expect more charges and 'concerns' about the leadership of Victoria's 'finest' for some time to come.
